Rail investment priorities need a re-think

An updated  ‘National Adaptation Programme’ is due from the Climate Change Committee in summer 2023, and the transport sector remains the problem sector, where carbon emissions remain stubbornly high, and where shoring up ageing infrastructure is inevitably expensive.

HS2 completion – planned for 2033, but at risk of delays – provides a timely opportunity to attract people out of their cars, and long distance road-freight on to a better zero carbon alternative.
