On 8 November 2011, the House of Commons Transport Committee published its report on High Speed Rail, concluding that there is a good case for Britain to construct a high-speed rail network linking London and the major cities of the Midlands, the North and Scotland.
Louise Ellman MP, Chair of the Committee, said that HSR “would provide a step change in the capacity, quality, reliability and frequency of rail services between our major cities.” She also pointed out that it offers economic and strategic benefits and is affordable.
