What is the Purpose of Britain’s Major Rail Projects?

What is the purpose of the nation’s major rail projects now underway or in contemplation? At a time of national budget pressure set alongside a strong national economic growth ambition, clarity around aims is essential. Our latest report examines four major UK  investment plans in new railway lines asking the fundamental question: what is their purpose?

For valuable context, the report checks out recent Government decisions on major highway and airport investments, before turning to the four big rail projects:

  • HS2
  • the TransPennine Route Upgrade (TRU)
  • the new railway linking Oxford and Cambridge– East West Rail (EWR), and
  • Northern Powerhouse Rail (NPR).

The purpose of two of the projects is essentially to make the national rail system work better for passengers (and freight), while for the other two, the aim is primarily to support a wider economic vision.

Greengauge 21 Director Jim Steer says that both approaches are viable, and relevant, adding that “clarity of purpose is essential for sound project delivery”.

The report points to devolved authorities (increasingly under Mayoralties) being best placed to piece together wider plans – the ‘vision’ piece – and to the national network operator – to make sure the right priorities are set.

“This triggers a need for a round-the-table approach to make strategic choices. This should be a visible feature of how project plans are created, with proper consideration of alternatives, knowing their likely costs and merits” Jim Steer adds.

The report notes highly variable degrees to which a proper assessment of alternatives has been considered in developing the 4 selected major rail projects. “Ultimately”, Steer adds, “this is going to determine whether projects proceed”.
